Next week will see AM's asked to vote on whether to trigger a referendum asking if the Welsh Assembly should have law making powers in all areas covered by the 2006 Government of Wales Act. This would be the start of a process which will result in a referendum at some point.
While politicians in the Bay argue on timings, they all seem to agree a referendum and subsequent yes vote is necessary. The more important question is what will a yes vote mean for people in Wales?
The problem is that it is not at all clear how powers would improve the health service, schools or create more jobs. It is not enough to say Scotland has them so we should or to moan about the English this is the politics of the school yard.
It seems to me that the issue that should concentrating the minds of our politicians is the reforming of the Barnet formula. It is more money and not more powers that will close the gap in educational attainment, life chances and even life span of Welsh people compared to hose in parts of England.
With most people in Wales indifferent to "home rule" one could almost ask why has the subject even arisen?
